Turgut Özal: Reformcu Bir Siyasetçi Hakkında Bazı Notlar

Abstract

Turgut Özal, merkez sağ siyaset geleneği içinde konumlandırılması uygun olacak bir isim.Onu kısmen de olsa farklı kılan, hem öncüllerive hem de ardıllarına göre iktisadi ve siyasiliberalizme daha yakın olması. Özal, özellikleiktisadi rejimi ve bir ölçüde de siyasal rejimiliberalleştirmeyi siyasi hayatının merkezinekoymuş olan bir reformcu olarak görülebilir.Türkiye’nin gerek iktisadi ve gerekse siyasialanda daha fazla liberalleşmeye ihtiyacı olduğunu düşünenlerin, Özal dönemi tecrübesinden, onun hataları ve başarılarından öğrenecekleri çok şey var. Statükoyu değiştirmek içinçok hızlı hareket etmezse reformların gerçekleşemeyeceğini düşünen Özal, gerektiğindehukuku da ikinci plana iterek, kısa dönemdesonuç almaya yönelmiştir. Bu tercihin getirdiklerinin götürdüklerinden daha fazla olduğunusavunmak kolay değildir. Özal’ın faydacı birliberalizme yakın gibi durması, reformları anlatmak için özel bir çaba göster(e)memesi,hukuk sistemini çoğu zaman bir ayak bağı gibigörmeye meyletmesi, siyaseti teknik ve idaribir meseleye indirgeme eğilimleri reformlarının daha da başarılı olmasına sekte vuranfaktörler arasında sayılabilir. Özal hakkındakideğerlendirmelerimiz ne olursa olsun, kendisinin son derece yaygın devletçi yapılanma vezihniyet dünyasını sarstığı açıktır. Şüphe yokki, Özal sonraki kuşaklara da ilham kaynağıolmaya devam edecek istisnai siyasetçilerdenbiridir.

Turgut Özal should be situated at the center-right tradition in Turkish politics, despite thefact that he was much more closer to economicand political liberalism than his predecessorsand successors have ever been. Liberalizingthe economic and to a lesser extent politicalsystem was at the center of Özal’s political life.The detailed study of Özal era and a balancedaccount of his successes and failures wouldprovide lessons and insights to those whobelieve that Turkey needs more liberalization.Özal believed that unless he acted very fast,liberal reforms can not be realized. In so doing he did not refrain from sidestepping lawsand other regulations. It is hard to argue thathis preference for quick results did more goodthan harm. Özal’s inclination for rather utilitarian understanding of liberalism, his lack of effortto better explain the necessity of the reforms,his tendency to reduce politics into administration and to perceive laws and regulationsmostly as hindrances were among the factors which made reforms less successful thanthey might have been. It is clear that he hasshaken up the prevalent statist practices andmentalities in Turkey. There is no doubt thatas an exceptional reformist politician he wouldcontinue to be a source of inspiration for futuregenerations.
