2023 hedefleri kapsamında ekonomi bakanlığının ekonomiye müdahalesi

Abstract

20'nci yüzyıl ekonomi bilimi açısından sıra dışı gelişmelere sahne olmuştur. Bu yüzyılda yaşanan büyük ekonomik krizlere çeşitli çözümler üretilmiş, bu süreçte devletler ekonomilere değişik yollarla müdahalelerde bulunmuş, bu müdahalelerinin çeşitli sonuçları olmuştur. Özellikle, 1990'lı yıllarda dünya ekonomilerinde gözlemlenen değişimler, etkisini Türkiye'de de göstermiş, devletin ekonomideki rolü ve ekonomiye müdahale biçiminin yeniden sorgulanmasına neden olmuştur. 2008 yılında Amerika Birleşik Devletleri'nde özellikle konut sektöründe yaşanan çöküşün öncelikle Amerikan ekonomisinde ardından da dünya ekonomilerinde oluşturduğu derin kriz müdahale konusunu, müdahalenin nasıl olması gerektiği noktasına taşımıştır. Müdahale kavramı ilk bakışta olumsuz özellikleri içerisinde barındıran bir algı oluştursa da aslında kelime anlamından da anlaşılacağı üzere dahil olma durumunu ifade etmektedir. Bu nedenle müdahale kavramının, öncelikle amaçsal bir yorumla incelenerek değerlendirilmesi büyük önem taşımaktadır. Günümüz ekonomik sistemlerinde etkisini değişik düzeylerde gösteren ekonomiye müdahale kavramı ile devletlerin ekonomik sistem içerisinde girişimleri ile yer alması dışında, gerçekleştirdikleri koruma, yönlendirme, destekleme, oyun kurallarını belirleme gibi tüm faaliyetler de girmektedir. Türkiye Cumhuriyeti'nin 100'üncü kuruluş yıldönümü olan 2023 yılında, ekonomik ve sosyal açıdan gelişmişlik düzeyini arttıran, küresel dünya ticaretinde aldığı payı genişleten bir Türkiye hedeflenmektedir. Bu hedefler, 2023 Türkiye İhracat Stratejisi ve Eylem Planı ile somut hale getirilmiştir. Bu kapsamda Dış Ticaret Müsteşarlığı'nın yeniden yapılandırılması ile kurulan Ekonomi Bakanlığı'nca, ekonomiye değişik biçimlerde müdahalede bulunulmaktadır. Bu müdahalelerin; maliye politikaları kullanılarak gerçekleştirilen müdahaleler ve regülasyonlar yoluyla gerçekleştirilen müdahaleler şeklinde iki ana başlık altında incelenmesi mümkündür.

20th Century experienced extraordinary developments in terms of economics. Various solutions were produced for the major economic crises in this century, governments performed various interventions in this process with different ways, and these interventions gave rise to various outcomes. Especially in 1990s, the changes observed in the world economies showed their influences in Turkey as well, and gave rise to the questioning of the role of the state in economy, and the intervention methods of the state to these crises. The deep crisis caused by the collapse in the housing sector in the United States of America influenced firstly the American economy, and then influenced the world economies; and carried the main issue to the point of how the intervention of the state should be to crises. Although the concept of "intervention" causes a negative perception in itself at the first sight; in fact, it also expresses the meaning of being included as the word suggests. For this reason, it is of major importance to investigate the concept of "intervention" firstly in the light of the interpretations of purpose. The concept of intervention to economy, which shows its influence at various levels in today's economic systems, covers all the activities of the governments like protection, guiding, supporting and determining the rules of the game as well as the existence of the governments in the economic system with their enterprises. In 2023, which will be the 100th anniversary of the establishment of the Republic of Turkey, the aim is to increase the economic and social development level of Turkey, and expand its share in the global trade. These targets have become concrete with the "2023 Turkey Export Strategy and Action Plan". In this context, various interventions have been made to the economy by the Ministry of Economy, which was established with the restructuring of the Foreign Trade Undersecretariat. It is possible to examine these interventions under two titles, which are "The Interventions Made by Using the Fiscal Policies" and "The Interventions Made by Regulations".
