Bu çalışmanın maksadı, 19.YY'da Osmanlı Devletinin içinde bulunduğu politik, sosyal ve ekonomik durumu izah etmek ve mezkûr yüzyıl içerisinde bir siyasal düşünür olan Ali Suavi üzerinden değerlendirmelerde bulunabilmektir. Bilhassa Tanzimat Fermanı, Islahat Fermanı ve nihai erimde I. Meşrutiyet dönemi dâhilinde Ali Suavi'nin yazınları ve Çırağan Baskını konu edinilecektir. Bu doğrultuda çalışma üç kısımdan mürekkeptir. İlk kısımda, II. Mahmut – Batılılaşma, Kavalalı Mehmet Ali Ayaklanması ve Tanzimat Fermanı ile dönemin aydınlanmasına yönelik çalışmalarda bulunulmuştur. Keza 1853 – 1871 arası dönem içerisinde vuku bulan Kırım Harbî, Paris Muahedesi, Londra Konferansı ve Islahat Fermanı bu kısımda konu edinilmiştir. İkinci kısımda, Ali Suavi ve Yeni Osmanlılar üst başlığı altında Suavi'nin kısa bir monografisi söz konusudur. Ayrıca David Urquhart, Le Play ve Butler Johnstone'un Suavi'nin fikirleri üzerindeki etkileri incelenmiştir. Mustafa Fazıl Paşa ve Yeni Osmanlılar ile döneme ait yeni düşünceler ileri süren bir cemiyet üzerinde durulmuştur. Ali Suavi'nin Yeni Osmanlılar ile arasındaki münasebetlere değinilmiştir. Üçüncü bölümde 1876 Kânûn-ı Esâsî – I. Meşrutiyet ve Çırağan Baskını üzerine çalışma yoğunlaşmıştır. I. Meşrutiyet evvelinde Osmanlı Devleti politik, sosyal ve ekonomik durumu irdelenmiştir. Sultan Abdülaziz'in hal edilmesi, V. Murat ve akabinde Sultan Abdülhamid Han ve I. Meşrutiyet ilanı söz konusudur. Bu dönem içerisinde Abdülhamid Han'ın Mâbeyn-i Hümâyun ve Galatasaray Mekteb-i Sultani Müdürlüğü görevlerini ifa eden Ali Suavi, bir müddet sonra iş bu görevlerinden azledilmiştir. Bu merhaleden sonra Suavi, Abdülhamid Han'ı hal etmek ve V. Murat'ı bir kez daha saltanat edebilmek için birkaç yüz muhacir ile Çırağan Baskınını düzenlemiştir. Bu mezkûr baskın ile çalışma noktalanmıştır.
This thesis aims to evaluate the life and writings of the mid-Nineteenth-Century political activist and thinker Ali Suavi with reference to the political, social, and economic situation of the Ottoman Empire during his lifetime. The Tanzimat and the Reform Edict of 1856, as well as the First Constitutional Period, form the background on which Ali Suavi's articles and his involvement in the Raid on Çırağan will be discussed. The study consists of three parts. In the first part, Mahmut II's Westernization project, the rebellion of Kavalalı Mehmet Ali and the Tanzimat Period are addressed. In the second part, there is a brief discussion of Ali Suavi and other Young Ottomans. In addition the influence of the writings David Urquhart, Frédéric Le Play and Henry Butler-Johnstone on Suavi's ideas are examined. The last section of the thesis touched upon the Constitution of 1876, the convening of the First Oottoman Parliament, and the Raid on Çırağan. The political, social, and economic situation of the Ottoman Empire before the First Constitutional Period and the status of the Ottoman Empire before the Constitutional Period are analyzed. This period covers the reigns of Sultan Abdülaziz, Sultan Murat V, and Sultan Abdülhamid II. The study ends with the Raid on Çırağan in which Ali Suavi was actively involved in order to reinstate Murat V to the throne.
