Federalizm ile konfederalizm arasında: Irak ve Lübnan siyasi sistemleri

Abstract

2003 yılı sonrasında Irak'ta yeni bir siyasi sistem kurulmuştur ve yeni bir anayasa hazırlanmıştır. Irak'ta kurulan yeni siyasi sistem kendine has özellikler taşımaktadır. Irak'taki yeni siyasi sistem anayasal olarak federal bir yapı sayılmakta ancak hem federal hem de konfederal devlet nitelikleri göstermektedir. Irak'ta resmi olarak olmasa da pratikte etnik ve mezhepsel güç bölüşümüne dayalı bir sistem geliştirilmiştir. Bu sistem Lübnan'daki mezhepsel güç bölüşümüne benzemektedir. Çalışmada, federal ve konfederal devlet sistemlerine ilişkin teorik çerçevenin ardından Irak ve Lübnan tarihi ile bu ülkelerin etnik ve mezhepsel bölüşüme dayalı siyasi sistemlerine yer verilecektir. Ayrıca İki ülkenin siyasi sistemleri karşılaştırılacak ve bu sistemlerin olumsuzluklarına değinilecektir.

After the year 2003, the new political system was founded in Iraq and the new constitution was arranged. The new political system in Iraq has its own characteristics. It is possible to see both federal and confederal system characteristics. There is a federal structure constitunionally but confederal qualities are seen as well. Although it is not officially emphasized, in practice, ethnic and sectarian power sharing exists. This system is similar with the sectarian power sharing politics in Lebanon. In the thesis, first, theoretical structure about federal and confederal state systems, then history of both Iraq and Lebanon will be studied. Lastly, political systems of Iraq and Lebanon based on ethnic and sectarian power sharing will be compared emphasizing negative sides of the systems.
